Vietnam’s Ministry of Public Security reported updates on Q1/2026 results at a press briefing, outlining recent actions and policy work related to economic crime, corruption, environmental law violations, and food safety.
Major General Nguyen Quoc Toan, Chief of the Ministry’s Office and Spokesperson, said that in December 2025 the ministry launched a three-month crackdown to strengthen security and order for major national events and the Lunar New Year. During the three-month campaign, investigators actively investigated, uncovered, and handled nearly 10,000 cases, leading to the arrest and processing of tens of thousands of offenders linked to social order offenses.
Local police units prioritized rapid investigations in very serious and particularly serious cases, with emphasis on economic-domain crimes, corruption, environmental law violations, and food safety. More than 9,000 cases involving food safety violations were addressed.
The ministry also reported improvements in state security and public order governance, including the seizure of more than 29.3 tons of explosive devices and related equipment. Authorities tightened control over firefighting compliance and explosive devices. In addition, the ministry directed strong action to enforce traffic and road-safety laws to improve safety for citizens and businesses.
In the Hoang Huong case, seven defendants were charged with violations of accounting regulations causing serious consequences. Investigators requested forensic testing of products within Hoang Huong’s ecosystem, but results were not yet conclusive due to the volume of materials and differing testing opinions.
Authorities said they are investigating the manufacture and sale of counterfeit goods and widening probes against co-conspirators and Hoang Huong.
For the Mailisa case, authorities reported that after charges were filed, seizures included more than 300 billion VND in cash, 400,000 USD, 300 taels of gold, and over 100 land-use certificates, along with several car titles and other assets to support the case. The investigation is ongoing.
As of March 23, 2026, the Economic Security Investigation Bureau charged Vương Lê Vĩnh Nhân (Eric Vuong) and eight co-defendants with two offenses: “Using computer networks to commit asset appropriation” and “Money laundering.”
Authorities described a broad ecosystem around VNDC and ONUS, including promotional efforts, recruitment of partners, and the deployment of a wallet and exchange platforms. The alleged scheme involved deceptive tactics to attract investors, misrepresentation of asset backing, establishment of an expanded retail network, and launch of additional projects to exploit investors.
After attracting numerous investors, the defendants allegedly operated multiple alternative coins (LABUBU, HNG, BDS) and used bots to manipulate prices. When investors incurred losses, trading activity was reportedly paused and new projects were introduced. Investigators said the ecosystem is unusually large and that they intend to dismantle it and prosecute those responsible.
At the Q1 results press conference, Đại tá Nguyễn Đức Long said that Nguyễn Hòa Bình (Shark Bình) and 10 co-defendants were charged with fraud, violations of accounting regulations causing serious consequences, and tax evasion.
Investigators also examined money laundering linked to a forex trading platform run by Phó Đức Nam and Lê Khắc Ngọ (Mr. Pips). From June 2020 to September 2022, about 150 victims transferred roughly 214 billion VND into Ngân lượng wallets used to fund investments on forex platforms GKFX, ASX, ACX, and HonerFX.
Authorities alleged that Bình instructed staff to conceal the real wallet details and to create fake wallet data. They reported seizing cash, gold, and real estate valued at over 900 billion VND to compensate victims, and said victims are urged to contact investigators for assistance. The investigation remains ongoing and will continue as case details evolve.
