Quang Ninh seeks public input on establishing a centrally administered city

Quang Ninh Province’s People’s Committee has issued Plan No. 157/KH-UBND to organize a public consultation and submit it to the provincial People’s Council for opinions on establishing Quang Ninh City based on the province’s administrative boundaries.

Public consultation process

The public consultation will be carried out by distributing ballots to households in 54 communes, wards, and special zones in accordance with the Law on Public Democracy at the Grassroots and Government Decree 321/2025/NĐ-CP.

To ensure the consultation is conducted properly and effectively, the provincial People’s Committee assigns the Department of Home Affairs to lead, guide, and urge localities to implement the plan, including forwarding ballots to communes, wards, and special zones.

Communes, wards, and special zones are required to issue their own plans to organize the consultation and publicly post the Proposal and related documents. Compilation and reporting of consultation results must be sent to the commune/ward/special zone People’s Councils and to the provincial People’s Committee, with completion required before May 11, 2026.

Timeline for dossier submission

Based on the public consultation results, Quang Ninh’s Department of Home Affairs will finalize the dossier and proposal, then advise the provincial People’s Committee to submit them to the provincial People’s Council for consideration and completion in May 2026.

The provincial People’s Committee also requires that the consultation and submission process be open, democratic, and compliant with regulations. Information dissemination and propaganda should be timely and comprehensive, helping build consensus and public support.

Planning context

Previously, the Prime Minister issued Decision No. 606/QĐ-TTg approving the General Urban Planning Task for Quang Ninh to 2050, with a vision to 2075. The planning scope covers the entire administrative boundary of Quang Ninh Province, comprising 54 administrative units: 22 communes, 30 wards, and 2 special zones (Van Don and Co To).

The land area is over 6,231 km2, along with sea space defined under regulations. The overall objective is to develop Quang Ninh into a modern centrally administered city, a key national growth pole, with international competitiveness and balanced development across the economy, society, and the environment.

Economic performance and outlook

The province reported continued positive economic momentum in the first quarter of 2026. Industrial production maintained steady growth, while tourism and services recovered strongly.

For the second quarter of 2026, Quang Ninh aims to collect about 21.609 trillion VND in budget revenue, contributing to the province’s goal of achieving annual growth of over 13% in 2026.
