On April 23, the Ministry of Justice officially inaugurated the upgraded National Legal Database and the Information System to support the nationwide review of normative legal documents, with technological support from the FPT Group. The systems have been moved to a modern digital technology platform, incorporating data technologies and AI applications, marking a new milestone in developing the national legal database.
The inauguration ceremony was attended by senior officials, including Deputy Prime Minister Le Tien Chau; Vice Chairman of the National Assembly Nguyen Khac Dinh; Deputy Minister of Defense Nguyen Van Gau; Standing Member of the Central Committee Nguyen Huy Dung; and Minister of Justice Hoang Thanh Tung, along with leadership from the Ministry of Justice and other ministries and agencies.
Delegates said the launch takes place amid the country’s rapid digital transformation under Resolution 57-NQ/TW and the fundamental reform of law-making and enforcement under Resolution 66-NQ/TW. They noted that legal data is increasingly viewed as essential infrastructure for a modern rule-of-law state.
The Government and the National Assembly have identified one of ten priority tasks as mobilizing resources to review, amend, and complete the legal system. The stated goals include eliminating overlaps, addressing obstacles and conflicts, and significantly reducing administrative procedures—thereby easing business investment and lowering compliance costs for citizens and enterprises, while supporting socio-economic development targets.
The Standing Committee of the National Assembly issued Resolution 2092/NQ-UBTVQH15 to initiate a comprehensive nationwide review of the entire system of normative legal documents, aiming to create a legal framework conducive to growth in the new era.
On April 19, 2026, Deputy Prime Minister Le Tien Chau signed Directive No. 32/CD-TTg, directing the nationwide review across the country. The directive calls for standardizing and cleansing data on the National Database on Legislation and linking information between ministries, agencies, and localities with the National Legal Portal.
To implement the directive, the Ministry of Justice prioritized coordination with other ministries, agencies, and localities, leveraging the technology capabilities of the FPT Group to upgrade data and technology for the National Legal Database and related software and systems. The directive also emphasizes intensifying the use of digital technology and AI, standardizing and cleansing information, ensuring timely, complete, and accurate updates on the National Database, and linking the “Nationwide Review” section on the National Legal Portal with the official portals of ministries and local authorities.
The inauguration and the training conference to implement nationwide review tasks brought together senior officials from central ministries and law departments across all levels. Delegates were guided in using the Information System to support nationwide review and the “Nationwide Review” section on the National Legal Portal, including practical sessions supported by clips.
