On the morning of April 6, 2026, the first session of the 16th National Assembly opened at the National Assembly House in Hanoi, focusing on consolidating leadership positions of the National Assembly and its agencies for the 2026–2031 term.
Before the opening, leaders of the Party, State, the Fatherland Front and National Assembly deputies laid wreaths and paid respects at Ho Chi Minh Mausoleum. Delegations also laid wreaths at the Memorial of Martyrs on Bac Son Street.
Under the session program, at 8:00 a.m. on April 6, the opening session was broadcast live. After the national anthem, the Chairman of the 15th National Assembly, Tran Thanh Man, delivered the opening remarks, followed by an important speech from General Secretary To Lam to the National Assembly, the people and voters nationwide.
At the opening session, the National Election Council reported the summary of the election of deputies to the 16th National Assembly and deputies to People’s Councils at all levels for the 2026–2031 term, and reported results confirming the eligibility of deputies to the 16th National Assembly.
The National Assembly will consider and decide the number of members of the Standing Committee for the 16th National Assembly and discuss and vote on related resolutions using the electronic voting system.
The Standing Committee of the 15th National Assembly submitted the list of nominees for the National Assembly to elect the Chairman of the National Assembly, the Vice Chairs of the National Assembly and the Members of the Standing Committee for the 16th National Assembly. The National Assembly will discuss, vote to approve the list, and then elect the Chairman by secret ballot.
After the resolution electing the Chairman is approved, the Chairman will take an oath and deliver a sworn-in speech, which will be broadcast live.
In the afternoon, the National Assembly will continue the process of electing the Vice Chairmen of the National Assembly and Members of the Standing Committee by secret ballot, and then pass the election resolutions.
On the same day, the Standing Committee of the 16th National Assembly will hold its first session to prepare personnel for submission to the National Assembly to elect the Chairman of the Council for Ethnic Affairs, the Heads of the Committees of the National Assembly, the State Auditor General, and the Secretary General of the National Assembly—Head of the Parliament Office.
The National Assembly will discuss, vote to approve the lists, and proceed to elect these titles by secret ballot. Resolutions confirming the election results will then be considered and passed.
At the end of the session, the Standing Committee of the National Assembly will continue meeting to decide the number, approve the list of Vice Chairmen of the Council for Ethnic Affairs, Deputy Heads of the Committees and Members as authorized.
Earlier, on Sunday, April 5, 2026, the National Assembly held a preparatory session. From 9:00, delegations met to elect the Head of Delegations and Vice Heads. From 14:00, the National Assembly met in the chamber.
At that meeting, the Chairman of the 15th National Assembly, Tran Thanh Man, spoke. Standing Committee members and the Secretary General of the National Assembly—Head of the Parliament Office, Le Quang Man, presented the Report on the absorption, explanations, and amendments to the proposed program of the First Session of the 16th National Assembly. The National Assembly then discussed and voted to approve the session program.
The projected total duration of the First Session of the 16th National Assembly is 11 days, divided into two phases: Phase 1 from April 6 to April 12, and Phase 2 from April 20 to April 23, with contingency on April 24 to April 25.
