Nghệ An’s leadership has directed project sponsors to address prolonged delays in urban infrastructure projects by removing bottlenecks in land clearance and prioritizing the completion of essential items so residents can benefit as soon as possible.
During inspections, the task force focused on deteriorating urban roads and projects under construction or delayed—particularly those repeatedly raised by voters and residents.
One example is the Hải Thượng Lãn Ông Street project (the segment from Bùi Huy Bích Street to the planned 24m road). The project is 872.72 meters long, with total investment of over VND 217 billion and a 24m-wide roadbed. It is currently facing major difficulties in land clearance due to incomplete consolidation of resettlement needs and the absence of a specific land price plan to determine compensation.
Following the inspection, the chairman of Nghệ An’s provincial People’s Committee asked the Nghệ An Transport Construction Project Management Board to urgently review total land clearance costs and finalize a plan to adjust the project scale before April 15, 2026, to enable earlier deployment and service to residents.
For the Nguyễn Gia Thiều Street upgrade project, which is 893.30 meters long with total investment of over VND 256 billion, approval has been granted, but implementation is still blocked due to issues in counting and determining land origin for compensation preparation.
In response, the chairman recommended that the investor coordinate with relevant units to study adjusting the scale to better match current conditions. The focus could be on the existing asphalt road surface and drainage system to ensure traffic safety and drainage, rather than implementing all components at the same time given the land clearance constraints.
Beyond transportation projects, the inspection team also reviewed urban drainage systems in wards. The assessment found that many drains are heavily silted, canal cross-sections have narrowed, limiting water flow and reducing the efficiency of pumping stations.
To respond proactively to flooding in 2026, Nghệ An’s Department of Construction proposed two main financial solutions:
About VND 89.15 billion for three core drainage projects, including water containment basins and drainage pumping stations in the Vinh Market area, and increasing capacity at Ben Thuy and Cau Den pumping stations.
About VND 73.2 billion to upgrade drainage systems on key routes such as Vo Nguyen Hien, Dang Thai Than, Tran Hung Dao and Truong Chinh, along with dredging mud on Phan Boi Chau, Nguyen Thai Hoc, Hong Bang and repairing drainage outlets.
At Pump Station No. 3—described as one of the critical flood-control facilities—the chairman asked local authorities to coordinate with relevant agencies to develop an investment plan for a standby generator. The goal is to ensure continuous operation during rain and storms, including during power outages.
The delegation also checked several roads prone to congestion, including Quang Trung and Nguyen Truong To. The Nghệ An Transport Project Management Board said there are plans to upgrade Quang Trung, Le Loi, Mai Hac De and Nguyen Trai through Thanh Vinh, Vinh Phu and Vinh Hung wards, with an estimated investment of about VND 650 billion.
