According to a National Assembly resolution, the decision to establish Đồng Nai City is based on the province’s entire natural area and population. Đồng Nai City will border Ho Chi Minh City, Lâm Đồng Province, Tây Ninh Province, and the Kingdom of Cambodia. The resolution takes effect from April 30, 2026.
The Government, the Đồng Nai Provincial People’s Council and People’s Committee (and, from the effective date, the Đồng Nai City People’s Council and People’s Committee), along with relevant agencies, are responsible for implementing the resolution. This includes organizing implementation and restructuring to stabilize local administration in line with requirements for socio-economic development, national defense, and security in the locality.
Agencies and units whose names are currently tied to Đồng Nai Province will be renamed to operate under the name of Đồng Nai City from the date the resolution takes effect.
Following the resolution’s enactment, Đồng Nai is expected to become a national model for a high-tech industrial economy and sustainable development. The focus is on green and advanced manufacturing, high-tech agriculture, and serving as an international logistics gateway.
A system of measures is expected to be implemented to promote regional linkage, technology transfer, logistics centers, training centers, and high-quality human resources for the Southern region. These measures are intended to strengthen Đồng Nai’s role in promoting regional socio-economic development and to support growth alongside the super-urban area of Ho Chi Minh City.
After establishment, Đồng Nai is projected to be the leading province in the country in terms of economy when considered as a province alone. For 2025, its GRDP is reported at 677,932 billion VND, ranking 4th nationwide behind Haiphong, Hanoi, and Ho Chi Minh City (the three centrally governed cities). Revenue collection exceeds 102,000 billion VND, per-capita GRDP stands at 150.86 million VND, and the province contributes about 5% of national GDP.
With the resolution’s passage, Đồng Nai becomes the seventh centrally administered city, following Hà Nội, Ho Chi Minh City, Hải Phòng, Đà Nẵng, Cần Thơ, and Huế.
