On April 4, 2026, the Prime Minister issued decisions approving adjustments to the six-region national planning for the 2021-2030 period, with a vision to 2050. The six regions covered are: the Northern midland and mountainous region; the Red River Delta; the North Central Coast; the South Central Coast and the Central Highlands; the Southeast region; and the Mekong Delta.
Decision 610/QD-TTg defines the planning scope for the Northern midland and mountainous region, including nine provinces: Cao Bằng, Điện Biên, Lạng Sơn, Lai Châu, Lào Cai, Phú Thọ, Sơn La, Thái Nguyên, and Tuyên Quang.
By 2030, the region targets green, sustainable and comprehensive growth, supported by a modern and synchronized infrastructure system, effective climate-change adaptation, and strong inter- and intra-regional connectivity, including international links. The planning positions the region as a hub connecting Southeast Asia with China, Central Asia and Europe, and as a key center for agricultural production, tourism and industry.
The plan also sets out main tasks and breakthroughs, including: accelerating growth through shifting the growth model and narrowing development gaps; developing an integrated, modern infrastructure network linked to digital transformation; developing a green and circular economy aligned with regional strengths; training and upgrading human resources in key sectors such as high-tech industry, energy, tourism, agriculture, forestry and science and technology; managing resources and protecting the environment; improving governance and regional coordination; and piloting new models and policies to accelerate regional development.
Decision 612/QD-TTg approves adjustments to the Red River Delta planning for 2021-2030 with a vision to 2050. The region includes Hanoi, Haiphong, Ninh Bình, Hưng Yên, Bắc Ninh, Quảng Ninh and adjacent maritime space.
By 2030, the region aims to be a fast-growing, sustainable area with a rational economic structure, with science and technology and digital transformation as driving forces. It also targets modernization of industry, agriculture and services, leadership in science and technology and the digital economy, advanced human capital, and green, smart infrastructure, alongside close localization and international integration.
Hanoi is expected to become a leading city in culture, education, science and technology and a driver for regional growth, with defense and security ensured and international integration enhanced.
Key tasks include: building a robust, modern, smart infrastructure framework; developing a spatial economy with open, flexible spaces linked to growth corridors and industrial-urban belts; accelerating urbanization and building competitive urban systems; prioritizing high-quality human capital and an ecosystem of science and technology; preserving and promoting cultural heritage of the Red River civilization; strengthening governance coordination; and boosting international integration with private sector engagement.
The North Central Coast region targets fast, dynamic and sustainable development with a strong marine economy. Decision 613/QĐ-TTg defines the scope, and by 2030 the region seeks a fast-growing, dynamic and sustainable economy with a robust coastal industrial base.
Science and technology and digital transformation are identified as key drivers, alongside synchronized infrastructure and resilience to natural hazards. The planning includes development of Thanh Hóa–Nghệ An–Hà Tĩnh coastal industrial centers, coastal economic corridors and urban clusters, and enhanced inter-regional and international connectivity.
The Duyên hải Nam Trung Bộ and Tây Nguyên region aims for fast, sustainable development with strong links among the coast, highlands and borders.
Decision 614/QĐ-TTg outlines policy and governance improvements, deep structural economic reform, prioritized development of infrastructure along East–West axes, high-quality human resources, integrated conservation of culture and natural resources, and alignment of economic development with environmental protection.
The Southeast region is expected to become civilized, modern and industrialized, and a high-income area. Decision 615/QĐ-TTg focuses on transforming the growth model and modernizing comprehensive infrastructure, including transport, urban systems, energy, digital systems, social infrastructure, irrigation, disaster prevention and climate adaptation, and environmental protection.
The planning also calls for focusing on the Southern dynamic region to become the country’s and Southeast Asia’s leading economic hub, establishing economic corridors (North–South, Moc Bai–Ho Chi Minh City–Bien Hoa–Vung Tau) and industrial-urban-service belts, and enhancing regional integration through multi-centric development.
The Mekong Delta planning aims to become a center of sustainable agriculture with high efficiency. It also targets developing linked supply chains and a coastal economy, reinforcing capabilities in climate resilience, marine economy and tourism, strengthening science and technology and innovation, upgrading infrastructure, and promoting regional coordination and investment.
The decisions take effect from the date of signing, April 4, 2026.
