Quang Ninh has outlined its development orientation for 2026–2030, targeting average economic growth of over 12%, with this year set at above 13%. On that basis, the province aims to reach a budget revenue milestone of 100,000 billion VND in the coming years, reducing reliance on coal and land-related revenues. A key driver is the border economy, supported by measures to facilitate clearance and to pilot the “smart border gate” model, including extending processing time at major border crossings such as Bac Luan II. Stable flows of goods—particularly agricultural products and electronic components—are expected to create room for growth in import-export tax revenues.
Quang Ninh is accelerating strategic infrastructure projects to broaden development space. The Hanoi–Quang Ninh high-speed railway, scheduled to begin construction on April 12, is expected to act as a regional connectivity catalyst by shortening travel times and attracting large-scale investment. The province is also planning to establish a new administrative center north of Vinh Cua Lục Bay, creating a new axis for urban and service development.
In industry, Quang Ninh is focusing on attracting processing, manufacturing, and high-tech projects, aiming to increase the share of clean industry and gradually reduce dependence on mining. Industrial parks and coastal economic zones are continuing to improve infrastructure and the investment climate to attract higher-quality foreign capital.
Tourism and services remain a priority, with the province seeking to shift from growth in volume to growth in quality. Diversifying products, developing year-round tourism, and leveraging the value of Ha Long Bay and Yen Tu are expected to support sustainable revenue and contribute directly to the provincial budget.
Quang Ninh is also promoting breakthrough projects, including building a digital economy zone and a free knowledge zone, and piloting cross-border economic cooperation zones. These initiatives are positioned as long-term pillars to expand growth potential and create new future revenue streams.
Budget revenue in Quang Ninh has shown an upward trend over recent years, though with fluctuations. In 2021, total budget revenue was about 51,000 billion VND, with pandemic-related impacts continuing to affect activity. By 2022, revenue rose to about 55,000 billion VND, and in 2023 it increased further to about 56,000 billion VND. In 2024, revenue exceeded 53,000 billion VND, while in 2025 Quang Ninh revenue reached over 82,200 billion VND, the highest level in history.
Quang Ninh’s Gross Regional Domestic Product (GRDP) in 2025 is estimated at above 340,000 billion VND, placing the province among the top 10 largest localities in the country by economic scale. GRDP growth has remained in double digits for many years, with 2025 exceeding 11%. Per capita GRDP is about 9,000 USD, among the highest in Vietnam.
For 2026, Quang Ninh aims for budget revenue of 86,000 billion VND and a growth rate above 13%.
