On April 2, 2026, Ho Chi Minh City’s Department of Agriculture and Environment announced that 33 land parcels totaling more than 489 hectares failed to meet criteria for inclusion in the pilot list for commercial housing projects.
The largest parcel area is the Bắc Phước Kiển residential area, covering over 91 hectares in Nhà Bè District and developed by Quốc Cường Gia Lai JSC (QCG). The project requires further review because 301 land-use certificates, 21 notarized contracts, and 147 compensation agreements related to the parcels are under seizure to fulfill obligations arising from appellate court rulings dated December 3, 2024 by the High Court in Ho Chi Minh City and April 11, 2024 by the People’s Court of Ho Chi Minh City, connected to the Van Thinh Phat group case.
At QCG’s 2024 annual meeting, CEO Nguyễn Quốc Cường described Bắc Phước Kiển as a “survival” project. The company said it must complete payments totaling 2.88 trillion dong to retrieve records, title deeds, and full legal rights to the land. QCG indicated that payments are scheduled for Q3 2025 and are expected to be completed in early 2027.

Earlier, at the end of March, the People’s Committee of Ho Chi Minh City approved 28 real estate firms to pursue pilot commercial housing projects. The largest approved project is the Thien Ha complex in Thu Đức City (formerly), covering more than 13.5 hectares with an investment of about 29.43 trillion dong.
Resolution 171 allows real estate developers to receive land-use rights or convert land-use for pilot projects for certain land types, provided the projects align with local planning and housing development programs.
