The Sovico Group has proposed to join an investment in the 99-story tower at the Vietnam International Financial Center (VIFC) in Ho Chi Minh City through a joint venture with HDBank, a Ho Chi Minh City-based bank, under the name City Development Bank.
The Sovico–HDBank joint venture is described as combining financial capacity, international experience, and an integrated ecosystem spanning finance, banking, aviation, and technology. The stated aim is to attract global institutions and capital, creating a core asset capable of enabling real financial transactions and delivering long-term economic value for Ho Chi Minh City.
Following the Saigon Marina IFC imprint at Ba Son, the 99-story tower planned for the new center of VIFC is intended to host capital flows, financial institutions, and an international ecosystem.
Within the Sovico ecosystem, Vietjet is cited as contributing through a large aircraft order and the Asia-Pacific Aviation Finance Center initiative. The content states that this helps connect major manufacturers such as Boeing and Airbus—along with investment funds, banks, leasing, insurance, and technology—globally to Ho Chi Minh City, as a foundation for a modern and transparent financial center.
Under the proposal, the consortium would expand cooperation with suitable international partners while taking a leadership role to ensure strategic direction, milestones, and efficiency, and to strengthen the project’s ability to attract development resources for an International Financial Center for Ho Chi Minh City.
