On the morning of May 12, the 11th National Congress of the Vietnam Fatherland Front for the 2026–2031 term opened at the National Convention Center. General Secretary and President To Lam attended the opening ceremony along with other Party and State leaders.
Ms. Bùi Thị Minh Hoài, a Politburo member and Secretary of the Vietnam Fatherland Front’s Central Committee, delivered the opening remarks.
According to Ms. Hoài, in the previous term (2024–2026), under the leadership of the Party and with close coordination from the State, Government, and National Assembly, the Vietnam Fatherland Front system continually renewed its content and methods of operation. It positioned itself as a center for unity and mobilization across all strata of people, while actively participating in building the Party, strengthening the government, and improving the quality and effectiveness of supervision and social criticism.
The Front also safeguarded the legal rights and interests of the people, promoted democracy, and increased social consensus. Ms. Hoài said the Front demonstrated a proactive role in coordinating with relevant agencies to propose and refine mechanisms and policies.
A highlight, Ms. Hoài said, was the Front’s active and effective involvement in soliciting public feedback on the draft amendment and supplementation of certain provisions of the Constitution.
She also noted the Front’s contribution to the successful organization of elections of deputies to the 16th National Assembly and the People’s Councils at all levels for the 2026–2031 term. The Front mobilized people to participate in campaigns and patriotic emulation movements.
In addition, the Front provided timely support to people heavily affected by natural disasters and floods, especially the poor, those in difficult circumstances, and vulnerable groups, in line with the Party’s policy of leaving no one behind.
Ms. Hoài said the congress takes place as the country enters a new development phase, with opportunities and challenges intertwined. Under the Party’s leadership, she said the entire nation is determined to realize the aspiration for a prosperous, civilized, and happy country, and to build an independent, self-reliant, deeply integrated economy.
She described the congress as a political-social event of major importance, attracting deep attention from people at home and abroad, and said it is the first congress of the Vietnam Fatherland Front to operate under the new model, reaffirming the Front’s status and operating model.
The congress is tasked with discussing, objectively and comprehensively, the situation of the people and the national solidarity bloc. It will review the implementation of the resolutions and the Action Program of the Vietnam Fatherland Front for 2024–2026, and agree on the orientation, goals, and Action Program for 2026–2031.
Other items include revising and supplementing the Vietnam Fatherland Front’s Charter and unifying the nomination process for the Central Committee, Presidium, Standing Committee, and other leadership positions of the Vietnam Fatherland Front for 2026–2031.
The total number of official delegates summoned to attend the 11th National Congress of the Vietnam Fatherland Front for the 2026–2031 term was 1,136 delegates.
