Viettel has announced guidance on authenticating subscriber information for mobile numbers, following Circular 08/2026 issued by the Ministry of Science and Technology on March 31, 2026. The circular sets a technical standard for verifying terrestrial mobile subscriber information to standardize data, eliminate spam SIMs, and protect users’ rights.
Under the circular, verification of mobile-numbered subscribers includes validating four data fields:
The circular also specifies verification methods to make the process more convenient for users. Customers may verify via the electronic identity app VNeID, via the telecom operator’s app, or directly at legitimate transaction points.
The regulation takes effect from April 15. After this date, subscribers with incomplete or incorrect registered information, or who fail biometric verification of the facial image, will have their service terminated by network operators.
After receiving the information, the telecom operator will contact the affected number, request verification, and complete the registration process within 5 days.
If verification is not completed, the number will be locked unilaterally. If the issue is not remedied further, the service will be locked bidirectionally and terminated.
Not all mobile users need to re-verify. Subscribers who have used their phone number to register a VNeID at level 2, or used it to register a chip-based citizen ID, will be exempt unless they change devices after June 15, 2026.
