On April 9 in Hanoi, the Ministry of Justice held a conference to summarize civil and administrative enforcement for the first six months of the year. According to the conference report, in the first six months of 2026 civil enforcement and administrative enforcement continued to be implemented decisively and synchronously, aligned with Government resolutions and action programs and the ministry's key tasks. The entire civil enforcement system has been proactive, responsible, and committed to innovating organizational methods, thereby achieving many positive results and laying a solid foundation to meet the targets for 2026. Along with focusing on professional duties, the Ministry of Justice has strengthened institutional development, coordinated with related ministries and agencies to advise and submit to the National Assembly many important legal documents related to civil enforcement and administrative enforcement; notably the Civil Enforcement Law 2025 and implementing measures. This provides an important legal basis to continue enhancing effectiveness in the period ahead. The results of civil enforcement in the first six months (from Oct 2025 to Mar 2026) show positive changes. Specifically: 246,105 cases have been completed, a rate above 47%; money recovered exceeds 83.265 billion dong, a rate above 25%, up more than 4% compared with the same period in 2025. These results reflect the great efforts of the entire system amid high workload and enforcement value. Regarding asset recovery in corruption and economic cases, the Ministry of Justice and the Civil Enforcement Department actively advised, coordinated and directly directed to remove difficulties in many complex cases. Results: 2,068 cases completed, rate 50.54%, recovered 6,568 billion dong; continuing to affirm the judiciary's commitment to contribute to anti-corruption, waste, and negativity. Regarding enforcement related to credit and banking, civil enforcement authorities completed 2,708 cases, equivalent to 19.646 trillion dong, contributing to debt resolution, ensuring safety for credit and banking activities and stabilizing the business environment. Administrative enforcement work continues to be guided by the Ministry of Justice. In the first six months of 2026, civil enforcement authorities monitored 1,841 judgments and decisions; issued voluntary enforcement notices for 485 judgments; held discussions with obligated persons in 925 judgments; publicly posted 115 administrative enforcement decisions. Administrative agencies completed 398 judgments/decisions, contributing to enhancing the effectiveness of administrative procedure enforcement and administrative enforcement. In closing the conference, Deputy Minister Mai Lương Khôi urged the system to focus resources to meet the targets. For April, he asked to propose organizing a conference to comprehensively report to the Minister on civil enforcement, including difficulties and recommendations.
