The State Bank of Vietnam’s Inspectorate Area I has published the conclusions of an extraordinary audit into Huy Thanh Jewelry Co., Ltd. The audit identified violations concentrated in three main areas: failure to file anti-money laundering (AML) reports on time, inaccurate data in gold production reports, and misstatements that resulted in underpayment of corporate income tax.
According to the audit, Huy Thanh Jewelry submitted large-value transaction reports after the required deadlines. The inspectorate also found that the company sent its internal AML regulations to the authorities after the deadline.
In addition, the audit concluded that Huy Thanh Jewelry delayed written notification to the Money Laundering Prevention Department regarding changes in the person responsible for AML oversight. This was cited as a violation of requirements to update the responsible contact for monitoring and handling suspicious transactions.
The audit further found that the data included in the company’s jewelry production activity reports was not accurate. The conclusion states that this was not an isolated error but an act falling within the category of data reports submitted incorrectly two or more times during the financial year.
The inspectorate also reported that misstatements led to underpayment of corporate income tax.
The audit conclusion indicates that the violations provide grounds for the regulator to impose penalties for breaches in monetary and banking activities.
The audit noted that accuracy in reporting gold production, inventory, input materials, and sales is particularly important because it supports supply management, helps control market fluctuations, and enables monitoring for potential hoarding and speculation.
Scope of audit: Huy Thanh Jewelry Co., Ltd.
