The first session of the 16th National Assembly not only completed the organization of the state apparatus for the new term but also continued to perfect institutions for the new development stage. At the opening, delegates expressed strong consensus with the directives of General Secretary To Lâm and Chairman Tran Thanh Mẫn, and believed that decisions of this term’s National Assembly would contribute positively to realizing the two-digit growth target.
Delegates highly valued four major tasks for the National Assembly in the new term as highlighted by the General Secretary at the opening. They said these are strategic directions for the Assembly’s activities, requiring bold reforms in lawmaking and the creation of a modern, unified, stable, and feasible legal system.
Mr. Chu Mạnh Hùng, a deputy from Tây Ninh province, said the four major tasks include strengthening the institutional framework, treating institutions as a driver and foundation for the country’s development in the new era, and aiming for two-digit growth—adding that legal institutions will play an even more important role in enabling development.
Ms. Nguyễn Thị Thu Nguyệt, a deputy from Đắk Lắk province, said the General Secretary directed the continued improvement of institutions and the restructuring of law to address outdated mindsets. She emphasized shifting from a reactive approach to long-term, constructive policy design for the country’s future development, and refining the legal framework to ensure the goal of two-digit growth.
Many delegates also said the National Assembly should foster democracy, improve legislative quality, and supervise and decide on major national issues. They noted that to implement this, each deputy must demonstrate responsibility, political resolve, a principled stance, modern governance thinking, rigorous and objective critique, and constructive debate.
Delegates further stressed the need for a long-term perspective, the ability to analyze and respond to new issues amid rapid advances in science and technology, and ensuring that legal effectiveness is not only strong on paper but also effective in practice, as emphasized by the Speaker of the National Assembly at the opening session.
Delegates said they were impressed by the Speaker of the National Assembly’s opening remarks, describing them as deeply insightful and comprehensive directives for the entire term of the 16th National Assembly. They said the requirement for deputies in this term is a heavy and significant responsibility: keeping pace with changes and rising with the country.
The National Assembly’s focus on defining the core function of lawmaking was also highlighted as one of the session’s main tasks. Delegates said each deputy should not only attend to fulfill responsibilities but also study to enhance the quality of resolutions passed.
The first session of the 16th National Assembly was described as both the start of a new term and a milestone in establishing institutional order, shaping development approaches, and strengthening public trust for the new phase. Delegates said the goal of sustainable two-digit growth is both a development objective and a measure of the National Assembly’s capacity to generate growth, and more importantly, a clear test of the Assembly’s resolve, intellect, and responsibility in addressing the country’s development needs in the new era.
