Under the proposed plan, two regional metro lines would connect Bình Dương and Ho Chi Minh City: one from Bình Dương New City to Suối Tiên, and another from Thủ Dầu Một to central Ho Chi Minh City. The Bình Dương New City–Suối Tiên line is prioritized for earlier deployment, targeting completion in 2030, while the Thủ Dầu Một–central Ho Chi Minh City line is expected to be operational in 2035.
The two projects are intended to strengthen connectivity between Ho Chi Minh City’s center and the Bình Dương region (the former Bình Dương area), while easing traffic pressure on existing corridors.
For implementation, legal procedures are planned to be completed in 2026, construction is scheduled to begin in Q1 2027, and the first line is expected to enter operation from 2030.

Combined, the total investment for both lines exceeds 124,000 billion dong.
The investor consortium said it would mobilize financial resources and implementation capacity to ensure project progress.
Alongside the new proposals, other metro projects involving THACO are also advancing. Ho Chi Minh City’s Department of Construction has granted permission for foreign contractors to participate in the construction of Metro Line 2 Ben Thanh – Tham Luong.
Accordingly, the THACO and China Railway Group Limited joint venture will handle the EPC package (design, construction and equipment installation), after approval by the Ho Chi Minh City Management Authority for Urban Rail.
Separately, the Ben Thanh – Tham Luong metro segment proposed by Dai Quang Minh is also being advanced. The project covers about 6.2 km and is entirely underground, with an initial investment of about 46,300 billion dong. It is expected to start on April 30.
The project is studied and implemented under a PPP method, using a BT contract.
