Da Nang’s municipal government has approved the investment pre-approval for the Hoa Phuoc social housing (NOXH) project on a 4.5-hectare site in Hoa Xuan ward, with plans to supply more than 1,300 housing units to the market and a total investment of over VND 2,000 billion.
On April 14, the Da Nang City People’s Committee approved the investment pre-approval for the Hoa Phuoc NOXH project at NOXH land plot 1 within the ST1-6 planning sub-area of the creative innovation planning sub-zone in Hoa Xuan ward.
The project covers about 4.5 hectares and includes four social housing blocks with about 1,326 apartments. In addition, it features two adjacent commercial housing clusters of about 40 units and a five-story commercial-service building.
The investor is Truong Hai Construction and Trading JSC (CTCP Xây lắp Thương mại Trường Hải). The preliminary total investment is over VND 2,086 billion, with an implementation timeline of 48 months. Phased commissioning is planned from Q2 2028 to Q2 2030.
Truong Hai Construction and Trading JSC was established in 2016 and is headquartered in Hanoi. The company primarily operates in architecture and related technical consulting. Its initial charter capital was nearly VND 2 billion, with founders Nguyen Khanh Hai (50%), Tran Van Dung (30%), and Vu Thi Phuong Thao (20%).
As of June 2019, the company increased capital to nearly VND 40 billion; the ownership structure was not disclosed, and the legal representative-cum-CEO is Mr. Dang Quang Tung. After several capital increases, by September 2025 the company increased its capital to VND 676 billion.
In April, Da Nang also approved investment pre-approvals for two additional NOXH projects in Nui Thanh commune: the Nui Thanh NOXH area led by Ha My Hung Group JSC on over 2.2 hectares with investment over VND 885 billion; and the Vinh An Hoa social housing project invested by Viet Stars Holdings JSC, with estimated investment over VND 684 billion.
Earlier, at the start of January 2026, Da Nang approved investment pre-approvals for two NOXH projects: Hoa Phat NOXH in An Khe ward, invested by Northern Service Development and Investment JSC with capital near VND 410 billion; and the NOXH project at Con Tien Urban Area, Hoian Dong ward, with total investment of VND 700 billion, invested by Dat Phuong Hoian JSC.
From 2005 to 2024, Da Nang completed and put into use about 18,500 NOXH units. Under plans for 2025–2030, the city aims to complete 28,955 units, including nearly 5,000 units in 2026—about twice the 2025 target—and accounting for about 23% of the city’s current NOXH stock.
