Public feedback is being sought on a draft Government Decree that sets out the base salary and bonus regime for civil servants, public employees and members of the armed forces. If approved, the Decree is expected to take effect on July 1, 2026.
The draft Decree largely inherits the provisions of Decree No. 73/2024/NĐ-CP. Compared with the earlier Decree, it includes amendments, refinements and additions, while removing certain provisions related to the scope of regulation, applicable subjects and the base salary.
On applicable subjects, the draft removes the provision on non-professional activity at the commune level because this group will cease operations before the Decree takes effect. The draft also calls for reviewing and updating provisions for the remaining groups.
The Ministry of Home Affairs proposes adjusting the base salary to 2,530,000 VND per month from July 1, 2026.
The draft also reviews and amends provisions for agencies and units that are currently applying special financial mechanisms and income regimes at the central level.
Under the central-government special regimes, the draft provides for preserving the differential between salary and the 6/2026 monthly plus-income for civil servants and public employees with salaries from July 1, 2026, after amendments or removal of the special financial mechanism and income regime.
During the period before these mechanisms are amended or removed, monthly salary and supplementary income are to be implemented according to the base salary of 2,530,000 VND/month under the special regime from July 1, 2026, ensuring that the total does not exceed the salary and supplementary income entitled in June 2026 (excluding the portion of salary and added income due to adjustments in pay grade or rank when promoted).
If, under the above principle, the salary and supplementary income from July 1, 2026 under the special regime is lower than the salary under the general regime, the general salary regime shall apply.
The draft includes proposed changes to funding rules to align with the 2025 State Budget Law and the 2026 state budget estimates.
For public hospitals, at least 35% of revenue from medical services should be used.
The central budget will provide additional funding to cover any shortfalls caused by adjusting the base salary and implementing bonuses in 2026 for the ministries, agencies under the Government, central agencies, and provincial-level authorities after completing the provisions in clauses 1 and 2 above.
For public service units that are autonomous in paying their routine expenditures and investments (Group 1) and Group 2 units, funding for salary reform and bonuses for staff in these units will be provided by the units themselves under Decree 60/2021/ND-CP and Decree 111/2025/NĐ-CP (and amendments).
