FTSE Russell has released a mid-cycle market classification report assessing Vietnam’s progress toward reclassifying from Frontier Market to Secondary Emerging Market, with the target date set for September 2026.
In relation to the rollout of the global brokerage model, FTSE Russell said Vietnam has made significant progress ahead of the planned reclassification in September 2026. Since the annual review in September 2025, Vietnam has continued to advance the development of the global brokerage model.
Circular 08/2026/TT-BTC officially established the model and introduced improvements to the legal framework, including a structure that does not require upfront capital (NPF). FTSE Russell also noted that regulators, domestic and international brokerage firms, custodians, and trading companies have agreed on the essential operational components needed for implementation.
FTSE Russell said the remaining work is focused on finalizing bilateral agreements between global and domestic brokerage firms. The FTSE Russell index committee confirmed it is satisfied with the progress in implementing the global brokerage model, which is necessary to support index simulations.
Based on the committee’s assessment, Vietnam remains on track to transition from Frontier Market to Secondary Emerging Market, effective Monday, September 21, 2026.
To support an orderly transition aligned with local market capacity considerations, Vietnam’s inclusion in FTSE Russell’s global stock indices will be implemented in multiple phases, starting from September 2026 and ending in 2027.
