Circular No. 40/2026/TT-BTC provides exemptions of certain fees and charges in the transport sector for a limited period, effective from 07/04/2026 to 30/06/2026.
The circular sets out exemptions across multiple transport modes, including aviation, maritime, inland water transport, and rail infrastructure fees.
Exemptions apply to fees and charges in aviation (except for the fee for examination/permission entry into restricted areas at airports) as provided in the aviation fee schedule issued under Circular No. 193/2016/TT-BTC dated November 8, 2016 by the Minister of Finance.
Exemptions apply to fees in the maritime sector for ships entering or leaving the seaway area as defined in Chapter III of Circular No. 261/2016/TT-BTC dated November 14, 2016. The relevant maritime fee schedule is amended by Circular No. 90/2019/TT-BTC and Circular No. 74/2021/TT-BTC.
Exemptions apply to fees at ports and inland waterways for inland water transport between Vietnamese ports and inland ports as defined in Clause 1, Article 4 of Circular No. 39/2026/TT-BTC dated March 31, 2026.
Exemptions apply to fees for using national rail infrastructure funded by the State, as provided in point a, Clause 1, Article 3 of Circular No. 11/2026/TT-BTC dated February 10, 2026.
The exemptions are effective from 07/04/2026 to 30/06/2026. From 01/07/2026, the above fees will be implemented in accordance with the cited regulations and any amendments or replacements (if any).
The circular specifies that the exemptions do not apply to the following:
