The Ministry of Finance has issued Circular No. 40/2026 (dated April 6) regulating waivers on certain fees and charges in the transportation sector to support businesses and citizens. The policy takes effect from April 7 to June 30, 2026.
Under the circular, all domestic maritime fees charged for vessels entering or leaving Vietnamese ports are waived in accordance with Chapter III of Circular 261/2016 of the Ministry of Finance (as amended by Circulars 90/2019 and 74/2021). The waivers include:

The circular notes that these costs make up a significant share of the cost structure of inland water transport.
In the aviation sector, waivers are described in the Fee Schedule attached to Circular 193/2016, which regulates the rates, collection, payment, management, and use of fees in aviation. The circular specifies that the waivers apply except for the appraisal fee for permits to enter restricted areas at airports.
Experts said the regulation is intended to support individuals and businesses during a difficult period linked to the Middle East conflict, which has affected fuel prices. They noted that higher fuel costs have directly increased freight rates and logistics costs, contributing to higher goods prices.
