General Secretary and President To Lam said the top priority is to deeply grasp and implement the principle “People are the root,” actively promoting the people’s role as the subject, mobilizing the strength of the people and the great national unity. He added that the highest goal—and ultimate destination—is for the people to reap the fruits of development.
On the morning of April 7, at the Dien Hong Hall in the National Assembly Hall in Hanoi, To Lam took the oath and delivered a speech before the entire National Assembly and voters nationwide, following his election by the XVI National Assembly to serve as President of the Socialist Republic of Vietnam for the 2026–2031 term.
After taking the oath, To Lam expressed heartfelt thanks to voters and the people nationwide for their responsibility and aspiration to build the homeland and country, and for their firm belief in the Communist Party of Vietnam—factors he said contributed to a successful election to the National Assembly and People’s Councils for the 2026–2031 term.
He also thanked the Party Central Committee for its trust in presenting him for the presidency and the National Assembly for electing him to the role.
In the swearing-in ceremony, To Lam said he paid infinite gratitude to President Ho Chi Minh, the great leader of the Party and nation; to predecessors, revolutionary soldiers, Communist Party members, and millions of heroic martyrs who fought and sacrificed for independence, sovereignty, unity, and territorial integrity; and for socialism and international duties. He also expressed gratitude to the people who have labored and contributed to the revolutionary cause of the nation.
To Lam said taking on the responsibilities of General Secretary of the Communist Party and President of the Socialist Republic of Vietnam is a great honor and a sacred duty and obligation, while also reflecting the trust and expectations of the entire Party, people, and armed forces toward the head of the Party and State.
He affirmed that, together with the entire Party, the people, and the armed forces—especially the Central Committee, the Politburo, and the Secretariat—the country must steer the revolutionary “boat” through all storms to a successful outcome, fulfilling President Ho Chi Minh’s wishes and the nation’s dream for a peaceful, unified, independent, democratic, and prosperous Vietnam, and contributing to the world’s revolutionary cause.
To Lam reiterated that the top priority is to thoroughly grasp and practice the view “People are the root,” to vigorously promote the people’s role as the subject, and to mobilize the people’s strength and the great national unity. He stated that the supreme goal is for the people to enjoy the fruits of development.
He expressed his desire for close cooperation from the Party Central Committee, the Politburo, the Secretariat, the National Assembly, the Standing Committee of the National Assembly, the Government, the Supreme People’s Court, the Supreme People’s Procuracy, the Fatherland Front and other member organizations, ministries, sectors, localities, and compatriots at home and abroad to fulfill the highest mission of the head of state: protecting, building, and developing the Socialist Republic of Vietnam and serving the people.
With Vietnam’s “thousand-year tradition” of nation-building and safeguarding, and the heritage from ancestors, To Lam said the country will continue writing “brilliant new chapters” in its development journey and fulfill strategic objectives, supported by friends around the world.
