On April 15, 2026, representatives from the Department of Construction and Thuỷ Nguyên Ward authorities inspected the Hoàng Huy Newcity urban area near Chan Lam Hamlet and ordered CRV Real Estate Group to dismantle the 'con lươn' concrete barrier and the surrounding wall that blocked access for residents. Earlier, residents of Chan Lam Hamlet had reported that workers at Hoàng Huy Newcity (owned by CRV Real Estate Group) built the 'con lươn' diagonally across an 8-meter-wide public path along Đỗ Mười Street, blocking the common passage for dozens of households. The barrier is about 40 cm high and extends hundreds of meters along the community road, forcing residents to fill soil and lay planks or bricks to pass. On April 8, 2026, the Thuỷ Nguyên Ward People’s Committee met with CRV and local residents. After hearing all sides and consulting with technical departments, Nguyen Van Viển, Chairman of the Thuỷ Nguyên Ward People's Committee, proposed dismantling the barrier. The authorities ordered CRV to urgently dismantle the surrounding fence and the 'con lươn' barrier near the residential area, with completion by April 15, 2026, and to provide in writing the information and technical specifications of the project road (carriageway, sidewalks, electrical system, drainage) to the Chan Lam residents. The ward’s Economic, Infrastructure and Urban Department was instructed to coordinate with CRV to finalize and deliver the information to residents and to monitor compliance, reporting to ward leadership as needed. On April 11, 2026, Hai Phong City Vice Chairman Nguyen Minh Hung directed the Department of Construction to coordinate with Thuỷ Nguyên ward and relevant agencies to verify information about the Hoàng Huy Newcity project and the barrier and take actions within its authority, reporting to the city by April 18, 2026. Following the city directive, on April 15, 2026, representatives from the Department of Construction and Thuỷ Nguyên Ward inspected the area and agreed that CRV should dismantle the fence and the 'con lươn' barrier obstructing residents’ access.
