On April 16, the Hai Phong City People’s Committee announced that Deputy Chairman Le Trung Kien directed city departments, units and wards to accelerate the recovery of 218 public land and housing assets that are not being used for their intended purposes. The move aims to strengthen state management, curb revenue losses and support urban remodeling.
The directive assigns 12 agencies to participate in recovering the public land and housing assets according to their functions. The managing group includes the Departments of Finance, Construction, Agriculture and Environment, which will conduct an overall review, finalize legal dossiers, determine rent rates and allocate resources to support the recovery.
Hai Phong Housing Management and Trading Co., Ltd., together with the People’s Committees of the wards Hong Bang, Ngo Quyền, Gia Viên, Le Chan and Kiến An, will prepare dossiers for each site, mobilize handovers and implement enforcement when necessary.
Meanwhile, the Tax Authority, Civil Judgment Enforcement, the Court and the city’s Police will handle collection of financial obligations, dispute resolution, enforcement of judgments and security during implementation.
Hai Phong Housing Management and Trading Co., Ltd. will coordinate with the Departments of Construction and Finance to review and prepare detailed dossiers for each site, including classification, origin, location, current status, scale and area. The company will standardize data and provide it to competent agencies for coordination on recovery resolution.
In addition, the company will complete surveying for sites with incomplete dossiers, determine rent payable for land and housing, and send notices to the Tax authority to collect revenue. It will also advance court fees, file lawsuits to recover the land and housing, and work with enforcement agencies to accelerate execution of judgments already in force. For locations without established rent prices, the company will coordinate with relevant agencies to set rent prices and provide data to support recoveries.
The People’s Committees of the wards Hong Bang, Ngo Quyen, Gia Vien, Le Chan and Kien An will strengthen propaganda, classify tenant organizations and individuals occupying the land and housing as a basis for coercive actions, and prepare cost estimates to submit to the Department of Finance. Based on these estimates, the city Tax Department will continue to notify rents. The Civil Judgment Enforcement Agency will execute judgments with effect and cooperate in investigations if signs of violations are detected.
As previously reported by VnEconomy, Hai Phong City has been reviewing 273 public land assets managed and leased by the Housing Management and Trading Company for production and business purposes. Authorities identified multiple violations, including outstanding financial obligations, improper use, subleasing and unauthorized joint ventures.
The City People’s Committee determined 218 sites to be subject to recovery, while 55 sites remain to be rearranged or processed.
Among the recoverable sites, 14 cases already have court decisions ordering lessees to return the properties due to contract expiry and violations of obligations. The city directed Hai Phong Housing Co. to continue filing lawsuits to recover the remaining 45 sites as prescribed.
For the remaining recoverable sites, the city requires the managing unit to coordinate with local authorities to encourage lessees to voluntarily return the land and housing. If lessees do not comply, authorities will complete dossiers and enforce recoveries in accordance with regulations.
