An important policy update was issued by the Prime Minister under Decision No. 13/2026/QD-TTg, outlining the roadmap for applying the national technical regulation on exhaust emissions for motorcycles and mopeds participating in road traffic. The decision sets start dates for emission inspections as follows: July 1, 2027 for Hanoi and Ho Chi Minh City; July 1, 2028 for the remaining centrally governed cities; and July 1, 2030 for other provinces, with the possibility for earlier adoption by localities depending on practical conditions.
From January 1, 2028, motorcycles and mopeds operating in Hanoi and Ho Chi Minh City must meet Emission Standard Level 2 or higher. Vehicles operating within Hanoi’s low-emission zone must comply with emission standards as specified in Hanoi’s municipal regulations.
The decision specifies emission standard levels based on the vehicle’s year of manufacture or import.
Under Circular No. 92/2025/TT-BNNMT by the Ministry of Agriculture and Environment, the national technical regulation on motorcycle exhaust emissions includes four maximum permissible values for HC and CO. The maximum values for CO and HC for motorcycles with forced combustion engines are specified in the accompanying table.
