Hanoi is planning to build 11 resettlement areas to serve the Bắc-Nam high-speed rail project, according to a meeting chaired by the city’s People’s Committee leadership.
The Hanoi segment of the North-South high-speed rail project is about 27.9 km long, with an estimated land acquisition of nearly 126 hectares across six communes. Hanoi plans to allocate 11 resettlement areas with a total area of about 70 hectares.
At the meeting, the Hanoi Department of Project Management for Transport Infrastructure reported on progress for the Beltway 4 - Capital Region project, stating that land clearance (GPMB) for the Hanoi segment has basically been completed.
The Beltway 4 - Capital Region segment in Hanoi is 59.2 km long, passing through 17 wards/communes with total land recovery of 800.15 hectares and 9,039 graves.
According to the report, all 13 resettlement areas have been completed. Compensation, support, resettlement, and relocation of graves are on track. The 110-500 kV high-voltage system has been relocated, with only some minor infrastructure works at Me Linh, Hoai Duc, Yen Nghia, and Tam Hung still being completed.
Hanoi’s Department of Agriculture and Environment director Bui Duy Cuong provided an overview of land clearance for two rail projects: the Bắc-Nam high-speed railway project and the Lao Cai - Hanoi - Hai Phong railway project.
For the Bắc-Nam high-speed railway project, the Hanoi segment is about 27.9 km long, with nearly 126 hectares of land to be recovered across six communes.
To date, localities have established full steering committees, compensation councils, and support teams. Initial steps to review and determine the land-affected area have reached about 50-60% of the workload.
It is estimated that about 5,400 graves will need relocation. Hanoi has planned 11 resettlement areas totaling about 70 hectares and 9 grave collection sites. However, boundary demarcation work has not started due to the lack of an official proposal from the investor and the localities.
Hanoi People’s Committee Chairman Vu Dai Thang said the projects are crucial for increasing connectivity and supporting long-term socio-economic development and urban space planning. He also cited progress on Beltway 4 - Belt area, noting it delivered site handover ahead of schedule by six months.
Looking ahead, he urged agencies to proactively review and resolve obstacles in a timely manner, particularly issues related to land, construction materials, market prices, and project execution. He asked that agencies report immediately if actions exceed their authority.
