Hanoi has aligned with the proposed list of social housing projects and housing for the People’s Public Security that meet criteria for subsidized loans, as guided by the Ministry of Construction in Document No. 411/BXD-QLN dated January 12, 2026.
The list includes the following social housing projects: Tam Hung social housing (Tam Hung commune), Bình Đà social housing, Bich Hoa social housing, Tay andnhai 4 social housing, and Bình Minh social housing (Bình Minh commune).
In addition, there are two social housing projects for the People’s Public Security (housing for police officers): one at area X1, Phú Thượng ward, and another in Bình Minh commune.
At a recent meeting on social housing development, Hanoi’s Department of Construction said the city has more than 200 projects with a total scale exceeding 1 million hectares, which is equivalent to more than 400,000 social housing units being formed, and more than 40 projects approved in principle.
The department said this represents a significant additional supply for housing demand in the near term.
Hanoi has also reviewed and adjusted the social housing development program for 2021–2030 and the plan for developing this housing type. Under the government’s target of 1 million social housing units, Hanoi has been assigned nearly 90,000 units for the 2025–2030 period and is working to meet this target.
The Department of Construction noted that implementation still faces several difficulties and obstacles.
The Department recommended a more flexible mechanism for adjusting social housing project planning. If a project site aligns with the locality’s development orientation, it could be deployed earlier rather than waiting for the full planning adjustment process currently required.
It also called for streamlining administrative procedures, shortening implementation time, and increasing delegation to local authorities to accelerate project progress.
Finally, the Department said that when formulating social housing development policies, input costs should be considered to support reasonable profit levels for investors, helping encourage participation and boost supply in the near term.
