The Ministry of Construction has requested the Vietnam Maritime Administration and Waterways to develop a plan to mobilize large-capacity transport vessels (VLCG) carrying crude oil, LPG, LNG, and other energy commodities to participate in transporting energy from the Persian Gulf to Vietnam, with the aim of securing domestic energy supply.
Under the directive, the Vietnam Maritime Administration and Waterways is asked to continue closely monitoring the operations of the Vietnamese shipping fleet in the Middle East region. It should maintain regular contact with shipowners and promptly provide information to the Ministry of Foreign Affairs and relevant agencies when situations require support.
The Administration, in coordination with the Ministry of Industry and Trade and the Vietnam National Oil and Gas Group (PVN), is also tasked with engaging shipowners to build a plan to mobilize VLCG vessels carrying crude oil, LPG, and LNG. The plan is intended to support transporting crude oil, petrol, and gas from the Persian Gulf to Vietnam, contributing to crude supply for the Nghi Son refinery and broader domestic energy supply.
In addition, the Administration is required to coordinate with the Department of Infrastructure Construction, the Department of Economics and Investment Management, and other relevant agencies to study PVN’s transport-related recommendations. It should promptly appraise and approve a maritime safety plan for receiving ports for large-dwt ships that are larger than the ports’ design capacity but adjusted to safe carrying capacity, with particular focus on Quang Ninh and Ho Chi Minh City. The objective is to enable faster import of goods.
The new requirement is intended to continue implementing solutions to ensure energy security, stabilize shipping operations, and support socio-economic development amid complex developments related to the Middle East conflict.
Separately, it also calls for practical measures to encourage households and businesses to conserve energy, prioritize public transportation, expand the use of electric vehicles and biofuels, support the green transition, ensure stable supply, and reduce volatility in the prices of inputs and fuels.
