Articles 66 and 72 of the 2024 Social Insurance Law set out how the monthly pension for people covered by compulsory social insurance (BHXH) is calculated.
For female workers, the monthly pension is equal to 45% of the average monthly wage used as the basis for social insurance contributions, corresponding to 15 years of contributions. For each additional year of contributions beyond 15 years, 2% is added, up to a maximum of 75%.
For male workers, the monthly pension is equal to 45% of the average wage basis corresponding to 20 years of contributions. For each additional year beyond 20 years, 2% is added, up to a maximum of 75%.
For male workers with contribution time from at least 15 years to under 20 years, the monthly pension equals 40% of the wage basis corresponding to 15 years of contributions. Thereafter, each additional year adds 1%.
The calculation formula is: Monthly pension = (monthly pension rate) × (average wage basis for social insurance contributions).
Where workers are under the government salary regime and all contributions are made under that wage regime, the wage basis for social insurance contributions prior to retirement is calculated as the average wage basis for the years of contributions before retirement as follows:
Female workers retiring in 2026 with 22 years of social insurance contributions will receive a pension at a rate of 59% of the wage basis.
For male workers with 22 years of contributions, the monthly pension rate is 49% of the wage basis.
