The General Department of Taxation has issued a directive to provincial and city tax departments and key tax sub-departments to strengthen oversight of a group of enterprises showing unusual financial performance. The regulator said that while measures introduced in 2025 produced positive results, many companies still report losses for multiple years or record profits that are small compared with their overall scale.
The document particularly flags cases in which taxpayers repeatedly declare losses but continue investing to expand production and increase business capital. The tax authority views this pattern as a major risk factor for planned targeted audits aimed at detecting and addressing potential fraud, tax evasion, or transfer pricing.
The targeted audit program is scheduled to be rolled out on a large scale starting in April 2026 and is expected to conclude no later than December 2026.
During implementation, the tax agency plans to intensify reviews of tax declarations and tax payments for high-risk listed enterprises. For units found to have errors, authorities will provide timely guidance on adjustments and will increase on-site inspections at headquarters to ensure taxes are collected accurately and in full for the state budget.
Beyond pursuing back taxes and penalties, the tax authorities will conduct in-depth assessments of common violations. This includes analyzing profitability margins against industry averages to identify the underlying reasons why losses reported on paper may not reflect true profitability.
