Recycling companies handling batteries and used vehicles slated for disposal may receive up to 20 billion VND from the Environmental Protection Fund under a Government Decree.
Under Government Decree 110 on the responsibility for recycling products, packaging, and waste management by producers and importers (EPR), companies can choose either to recycle or to contribute financially to the Environmental Protection Fund. The choice depends on the volume of products and packaging sold on the market and the mandatory recycling rate for each group.
If a company contributes to the fund, part of the amount is allocated to support collection and recycling activities through a competitive bidding mechanism. By June 1 each year, the Ministry of Agriculture and Environment will announce the funding package for each product and packaging group.
Support for recycling certain packaging types, engine oil, tires, bulbs, solar panels, and similar items is capped at up to 10 billion VND.
Recycling batteries, electronic and electrical waste, and vehicles is supported at up to 20 billion VND.
For each funding package, the competent authority selects a unit to receive support from the fund. Each unit may request fund support for multiple product groups and packaging, but not more than three packages within one group.
Under Decree 110, enterprises may also self-recycle or use waste as raw material to produce new products. They can sign contracts with a recycling unit or authorize another organization to perform the recycling service. The recycling unit hired to carry out the service must hold an environmental license as required.
The producer responsibilities under EPR apply to packaging for foods, cosmetics, medicines, fertilizers, animal feed, cement, and other listed categories. Producers and importers of road vehicles are responsible for recycling the vehicles they produce or import starting from 1 January 2027.
