Vietnam's Prime Minister Lê Minh Hưng to focus the government on five major policy directions

Five major policy directions will guide Vietnam’s government for the 2026–2031 term, Prime Minister Lê Minh Hưng said after being sworn in as head of government. On the afternoon of 7 April, in the Dien Hong Hall of the National Assembly in Hanoi, the National Assembly elected him to lead the government for 2026–2031. He took the oath and delivered remarks to the National Assembly, the people, and voters nationwide.

In his address, PM Hưng pledged “absolute loyalty to the Fatherland, to the people, to the Constitution,” and said the government would strive to fulfill the tasks entrusted by the Party, the State, and the people. He described the appointment as both an honor and a heavy responsibility, and said the government would pursue fast, sustainable development.

PM Hưng also paid tribute to President Hồ Chí Minh and the founders and elders of the revolution, acknowledging the sacrifices that brought Vietnam to its current position internationally. He thanked current and former Party and State leaders for laying a foundation for the government’s work in the coming period, and said the 14th Party Congress set a clear vision, goals, momentum, and an action plan for a new development phase.

Oath and policy framework

PM Hưng reiterated his commitment before the National Assembly and the people, saying the Government will remain loyal to the Fatherland, the people, and the Constitution, and will persevere on the path chosen by the Party, Hồ Chí Minh, and the people. He said the government will unite under the leadership of the Central Committee of the Party, with the core being the General Secretary and President.

Five priority directions for 2026–2031

PM Hưng outlined five priority directions the Government will pursue:

1. Build a modern, proactive government that serves the people, with institutional reform, thorough review and amendment of laws, streamlining red tape, removing bottlenecks, and creating a lean, capable, and effective administrative apparatus. He said officials must align words with actions and govern with modern, proactive management.
2. Achieve high and sustainable GDP growth, targeting average GDP growth of over 10% per year in 2026–2031. He said the government will focus on science, technology, innovation, and digital transformation to drive modern production, productivity gains, and competitiveness. The private sector will be a primary growth driver, while state leadership remains essential. Investment in people, health, social security, and inclusive development will be strengthened to raise living standards and national resilience.
3. Operate the new administrative structure efficiently. PM Hưng said that from 1 July 2025, two-tier local governance will be in operation, and the government will ensure the new structure functions effectively with accountability. He said capacity-building for local cadres, especially at commune and ward level, will be prioritized, with governance shifting from administrative management to proactive service delivery. Citizen satisfaction will be used as a key measure of success.
4. Build a cohesive, cooperative government with unified state power and clear division and coordination among the legislative, executive, and judicial bodies. He said the government will actively involve the Vietnam Fatherland Front, mass organizations, the business community, and citizens in policy formulation, scrutiny, and implementation.
5. Build an incorrupt, disciplined, determined, and responsible government. PM Hưng said public trust is the nation’s greatest asset and that rapid development requires clean public administration, honest officials, and strong discipline. He said the government will fight corruption, waste, and negative behaviors, tighten administrative discipline and accountability, and ensure leaders at all levels are responsible with power exercised with restraint.

Implementation and call for continued guidance

PM Hưng concluded by thanking and seeking continued guidance from the Party’s Central Committee, the Politburo, and the Secretariat, as well as from the National Assembly and the people, including Vietnamese compatriots abroad and international friends, to accompany the government’s mission to bring the country to a higher level of development and integrity.
