Becamex Investment and Development Industrial Corporation (Becamex) and Truong Hai Group (Thaco) have submitted a letter to the Ho Chi Minh City People’s Committee proposing a study for Metro Line 1 from Bình Dương New City to Suối Tiên and Metro Line 2 from Thủ Dầu Một to Ho Chi Minh City.
Under the proposal, Metro Line 1 (Bình Dương New City – Suối Tiên) is about 32.4 km long, with 19 elevated stations and 1 depot in Bình Dương ward. The total investment is about 64,370 billion VND (excluding financing costs), including land clearance costs of 8,032 billion VND.
Metro Line 2 (Thủ Dầu Một – Ho Chi Minh City) is longer than 24 km and includes 14 elevated stations. The depot is proposed to be shared with Line 1 in Bình Dương ward or with Line 3 in Hiệp Bình ward.
The total investment for the two lines is projected to be nearly 60,000 billion VND (excluding financing costs), with land clearance costs of 15,670 billion VND.
The consortium said the city plans to prioritize resources for investment, aiming to complete the Bình Dương New City – Suối Tiên line by 2030 and the Thủ Dầu Một – Ho Chi Minh City line by 2035. The routes are described as having strong potential to connect the city center with the old Bình Dương area and to help complete the regional urban rail network.
Based on this, Becamex–Thaco stated it would conduct a comprehensive study and propose implementing a TOD (Transit-Oriented Development) model in a PPP (public-private partnership) format. The consortium said the approach is intended to mobilize social resources, reduce the budget burden, and support financial feasibility and long-term operational efficiency.
The consortium urged the Ho Chi Minh City People’s Committee to consider and approve a policy allowing the company to self-fund the studies for the two projects and to propose an investment plan within up to 3 months from approval. If the submission is not approved under the law, the investors committed to bearing all costs and risks themselves.
On scheduling, the consortium targets completing legal procedures in 2026, enabling construction to start in Q1 2027, and completing and bringing the projects into operation in 2030.
Following the expansion of administrative boundaries, the city’s urban rail network is planned to include 27 lines with a total length of about 1,012 km. In this framework, the Bình Dương (old) area would have 12 lines totaling about 305 km, while the Bà Rịa – Vũng Tàu (old) area would have 3 lines totaling about 125 km.
The article also notes that, together with new mechanisms and policies, especially National Assembly Resolution 188, Ho Chi Minh City is accelerating the rollout of metro projects. The city has started construction of Metro Line 2 from Bến Thành to Tham Lương, broken ground on the Bến Thành – Cần Giờ railway, and is preparing to start Metro Line 2 from Bến Thành to Thủ Thiêm and the Thủ Thiêm – Long Thành line.
