Vietnam’s Consulate General in San Francisco, the National Innovation Center (NIC), and the government negotiation team completed negotiations with NVIDIA in a record four months to establish the NVIDIA AI Research and Development Center in Vietnam (VRDC), with the agreement signed on December 5, 2024.
NVIDIA senior vice president Jensen Huang reportedly compared the timeline with a similar center in Taiwan, which took 18 months. He noted that, under the prime minister’s decisive leadership and coordinated efforts by relevant ministries, the consulate general, NIC, and the government negotiation delegation, talks with NVIDIA were completed in four months—an outcome that surprised NVIDIA worldwide.
The final VRDC agreement text was printed at 16:00 on December 5, 2024, about one hour and thirty minutes before the signing ceremony with Jensen Huang at the Government Office.
Ambassador Hoang Anh Tuan described the negotiation process as intense. He said the prime minister’s directive helped drive progress, and that negotiations required two shifts due to time zone differences, with team members working late into the night while Hanoi was in daytime. He added that personnel reportedly slept 2–3 hours per day and lost weight during the process.
According to the account, the prime minister’s message convinced NVIDIA to proceed.
On December 5, 2024, Prime Minister Pham Minh Chính met with Jensen Huang, founder and chairman of NVIDIA, and witnessed the signing of the VRDC agreement for the NVIDIA AI center and the AI data center in Vietnam.
Jensen Huang had previously visited Vietnam in December 2023. He was reportedly convinced by Vietnam’s potential, the government’s commitment, and the future opportunities AI could bring to the country, leading NVIDIA to plan to make Vietnam its second home in Asia.
