Ho Chi Minh City has approved a strategic consortium to implement the Can Gio International Transshipment Port project, with a total investment of about 128,872 billion VND (nearly US$5 billion). The consortium includes the Vietnam National Shipping Company, Saigon Port Joint Stock Company, and Terminal Investment Limited Holding S.A. Terminal Investment Limited Holding S.A is a subsidiary of MSC, the world’s leading shipping group, and will directly contribute 49% of the project’s capital. The participation of the international shipping giant is expected to provide strong financial resources and a vast cargo network for this gateway port. With a total investment of 128,872 billion VND, the project will cover about 571 hectares with the main quay length planned at 7.5 km. According to the planning timeline, by 2030 the port will feature 2 to 4 berths with a maximum length of over 2 km, handling up to 4.8 million TEU. By 2047, the port is designed to reach a maximum capacity of 16.9 million TEU with 13 modern berths able to accommodate mega-container ships of 250,000 tons or more. To ensure feasibility and sustainability, the Ho Chi Minh City government imposes strict conditions on the consortium: the companies must balance their own capital and commit not to transfer the project for 10 years from land handover on the site; the investor must commit to disbursing at least VND 50,000 billion in the first decade and complete the entire project within 20 years under the spirit of Resolutions 98 and 260. The city requires adherence to the Prime Minister’s guidance, guarantees a balance between transshipment and imports/exports, and a methodical rollout to avoid impacting neighboring ports. In addition to protecting Can Gio’s ecosystem, the project is expected to become a crucial link in the global supply chain.
