Da Nang's 120-billion-dong fishing port Hong Triều has been completed but is not yet in operation. According to Mr. Truong Xuan Ty, Deputy Director of the Department of Agriculture and Rural Development (now the Department of Natural Resources and Environment) of Da Nang, to implement the master plan for the port system and storm-shelter berthing for fishing boats for 2021–2030, with a vision to 2050 approved by the Prime Minister, the Department of Agriculture and Rural Development of Da Nang will continue to invest, expanding the berth area, and integrating the Hong Triều port. The first stage included upgrading the protective flood barriers around the berthing area, dredging channels, and planting windbreak trees, which have been completed and handed over to the People’s Committee of Duy Xuyen district (now Duy Nghia commune) for management since 2020 to maximize storm protection for central Vietnam fishermen. The second-stage components—pier and access road; sidewalks, parking, flower beds, reception building, fencing, yard and installation of equipment; water supply and fire protection systems; power supply and lighting; guard house and restrooms—were completed by the end of 2025 and are being submitted to the Building Department for acceptance testing. “After receiving approval for acceptance from the Building Department, the Port and Wharf Authority of Da Nang, under the Department of Agriculture and Rural Development, will immediately manage and operate the Hong Triều port according to its assigned functions,” Ty said. Previously, in 2006, the former Quang Nam provincial People’s Committee approved the investment project for the Hong Triều storm-shelter berthing area and port with a 120 billion dong budget, to facilitate berthing for fishermen and provide post-harvest services. More than a year ago, the project completed the construction of the pier, fish sorting house, operations building, storage tanks, and a freshwater pumping tower. However, after completion, the port fell into a state of inactivity and did not realize its intended function. Observations show that while the port facilities are largely complete, the site now mainly serves as a berth for small boats rather than a bustling seafood trading hub. Local fishermen voiced frustration that the port is finished but unused, often unloading at Duy Hai port and only berthing at Hong Triều after coming in from the sea.
