The Bac Ninh Province People’s Committee and the investor behind the Gia Bình International Airport project have agreed to extend the maximum land-handover bonus to 150 million VND for eligible households and individuals until April 15, 2026.
Under the revised arrangement, the 150 million VND bonus applies to households and individuals who own and reside on land being reclaimed, including cases where clear land is handed over within the scope of works for hosting the APEC 2027 summit.
Previously, an investor policy document issued on March 17, 2026 set the following schedule: households and individuals who hand over the site before April 11, 2026 would receive 150 million VND per household. From April 11 to April 30, 2026, the bonus would decrease to 100 million VND per household.
During implementation, many households requested an extension of the registration period to continue receiving the 150 million VND bonus. In response, the Gia Bình commune People’s Committee proposed extending the 150 million VND bonus until April 15, 2026 to provide residents more time to access and study updated compensation policies and to strengthen public consensus.
As of April 10, 2026, 238 households in Gia Bình commune had registered consent to hand over residential land for the project. The investor and local authorities had paid the bonus to 149 households, totaling 22.35 billion VND.
The extension is intended to support implementation by encouraging early land handover, helping maintain the project’s overall progress.
In Gia Bình commune, about 1,350 households in the Ngô Thôn, Mỹ Thôn, Lương Pháp, and Thủ Pháp villages are reported to need to hand over land by April 30, 2026 to support construction of components for the APEC 2027 summit.
After issuing special compensation decisions, Bac Ninh’s People’s Committee incorporated comments and adjusted the land compensation policy for the Gia Bình International Airport project.
In Decision 21/2026/QĐ-UBND dated April 7, 2026, the People’s Committee amended and supplemented Article 2 of Decision 19/2026/QĐ-UBND dated March 10, 2026, which regulates special compensation for land when the State recovers land to implement the airport project.
Under the amended provisions, households and individuals using land—where the residential plot includes a garden or pond, or where the certificate shows both residential and non-residential components, including cases where the area differs from what is shown on the certificate issued by the district People’s Committee—may be compensated not only with resettlement land but also considered for transfer of residential land with a land-use fee, if eligible under Article 95 of the Land Law No. 31/2024/QH15.
The decision specifies the number of residential land plots that may be transferred based on affected area:
These cases must meet total resettlement land area and land-use-fee conditions, must not exceed the total land area recovered for the project, and take into account households with multi-generational living or multiple married couples on a single recovered land plot.
Bac Ninh also issued Decision 22/2026/QĐ-UBND on April 7, 2026, amending several details of compensation regulations for damages to houses, constructions, and fixtures attached to land, as well as compensation for moving such structures when the State recovers land in the province.
According to the decision, the schedules for compensation for houses, constructions, and fixtures attached to land have been adjusted upward compared with Decision 16 dated February 11, 2026.
