CAEX, Vietnam's digital asset exchange Thịnh Vượng, announced it has received investments from OKX Ventures and HashKey Capital alongside the founding shareholders VPBankS and LynkiD. The funding, completed in April, aims to raise CAEX’s charter capital to at least 10,000 billion dong, a prerequisite for operating a digital asset exchange under Resolution 5/2025. Beyond capital, OKX plans to support CAEX with technology infrastructure, regulatory compliance, security, risk governance, and liquidity. Netero Dai, OKX’s Deputy Chief Executive Officer for global markets, said Vietnam is one of the most dynamic digital assets markets with high user access and increasingly clear regulatory direction. He added that partnering with CAEX is part of OKX’s strategy to build a safe trading environment for users. CAEX was established in September 2025 with an initial charter capital of 25 billion dong. In the shareholder structure, VPBankS (the VPBank securities arm) holds 11%, and the largest shareholder is LynkiD with 50%. Earlier, CAEX said it is finalizing plans to raise capital to 10,000 billion dong to meet participation requirements for Vietnam’s pilot crypto exchange. The Ministry of Finance notes about 10 securities firms and banks are interested in entering this field, with a controlled licensing approach to limit risk.
