Ho Chi Minh City authorities submitted a document to the Standing Committee of the City People’s Council for the April 2026 session outlining the Ho Tram – Long Thanh airport expressway project. The expressway is planned to run about 42.07 km in length. The starting point connects with Beltway 4 of Ho Chi Minh City and Provincial Road 991; the end connects with Provincial Road 994 – the coastal belt from Vung Tau to Bình Châu. The project is proposed to be developed under a complete master plan with eight highway lanes, plus twin service roads on both sides, with an initial estimated investment of over 51,500 tỉ đồng (about 51.5 trillion dong). According to the proposed alignment, from the intersection with Beltway 4 and 991, the route runs westward, avoiding the Châu Đức resettlement area, then follows the Bình Ba current road to leverage land and organize a twin carriageway. From the Bình Ba area, the route will intersect with National Highway 56, pass the Bình Giã – Đá Bạc rotary, connect to Provincial Road 996, then head west toward the Sông Ray lake planning area. In the next phase, the route passes near Provincial Road 998, runs along the southern edge of the Sông Ray planning area, bypasses the town of Xuyên Mộc, intersects with National Highway 55 and traverses the Bình Châu – Phước Bửu nature reserve before ending at Provincial Road 994. Thus, the expressway is expected to pass through many important localities such as Tân Thành, Kim Long, Ngãi Giao, Nghĩa Thành, Bình Giã, Xuân Sơn, Xuyên Mộc, Hồ Tràm. These are areas with significant development potential for industry, urban development, services and tourism. Currently, to travel from Long Thành airport to Hồ Tràm, vehicles must pass through multiple national and provincial routes; travel time depends heavily on traffic. When the expressway is completed, the connection time from the airport to the coast is expected to be significantly shortened. Beyond tourism, the project will connect with major transport projects under construction such as Biên Hòa – Vũng Tàu expressway, Bến Lức – Long Thành and Beltway 4 in Ho Chi Minh City. This network will form an integrated transport system linking the airport, seaport, industrial zones and tourism centers. Under the preliminary plan, the entire route will have seven interchanges at key locations including Beltway 4 – 991, National Route 56, and the routes 996, 997, 998, 55 and 994. A notable point is that the final segment would pass through the Bình Châu – Phước Bửu forest area and propose an elevated bridge of about 6 km to minimize ecological impact and align with conservation objectives. The Department of Construction has prepared a report for the Standing Committee of the city to review the project under an urgent-use scheme. The City People’s Committee has also forwarded to the Standing Committee the contents to be presented at the April 2026 session, including this project. Under the plan, the project will be financed via PPP, with a BT-type contract; construction is expected to start by late April 2026 and be completed in 2029. If on schedule, the Ho Tram – Long Thanh expressway will become a new development corridor for the Southeast region.
