The Hanoi Ring Road 4 project - Hanoi Capital Region was launched in mid-2023 and is one of the largest transport infrastructure projects in the northern region today. The entire route is about 112.8 km long, running through Hanoi, Hung Yen, and Bac Ninh, with a total investment of more than 85,000 billion VND. The Hanoi section is about 56.5 km long, serving as the main connecting axis of the capital region. The route passes through seven former Hanoi districts: Soc Son, Me Linh, Dan Phuong, Hoai Duc, Ha Dong, Thanh Oai, and Thuong Tin. In particular, the segment from Noi Bai - Lao Cai Expressway to Hong Ha Bridge, with a length of about 11 km, passes through Me Linh, Quang Minh, Tien Thang and Kim Anh communes (the former Me Linh and Soc Son districts), and is one of the important segments at the northern gateway. In terms of scale, this is an expressway-standard route, with a main carriageway in the center and two service roads on the sides. The cross-section width of the entire route is about 120 meters, including six high-speed lanes, two local access roads, green strips, technical infrastructure, and reserved land for the future belt railway. On the section from Hong Ha Bridge to Noi Bai - Lao Cai Expressway, there are planned five grade-separated interchanges to ensure seamless connectivity. To date, some sections with concurrent alignments have basically been completed, and traffic can move. However, progress across components is uneven. At many interchanges, works have not started or show no clear signs of construction. Notably, in the Me Linh interchange area, some households have not yet been cleared, which prevents organizing construction as planned. The section from Noi Bai - Lao Cai Expressway to Hong Ha Bridge not only serves as a connector but also creates space and development momentum for the northern Hanoi area. When completed, Ring Road 4 is expected to significantly improve connectivity between the northern Hanoi area and major traffic corridors, especially the inter-regional expressways. The route will also relieve pressure on existing belt roads and facilitate urban development expansion toward the suburban area.
