Public security authorities in Hanoi, through the Cyber Security and High-Tech Crime Prevention Division, in cooperation with other units, have handled a case involving false information that caused public concern.
The suspect, identified as N.T.D. (born 2005, Hoàn Mai district, Hanoi), admitted using artificial intelligence tools to create an image of a man fainting at a gas station. He then posted the image on his Facebook page with the headline: “Gasoline prices ‘turn back’—go fill up immediately,” aiming to attract engagement and attention from the online community.
During questioning, D. acknowledged the wrongdoing of distorting reality with technology and spreading misinformation about security at fuel retail outlets. After cooperating with authorities, he deleted the post and pledged not to repeat such actions.
Under Decree 15/2020, as amended by Decree 14/2022, which governs administrative sanctions in the fields of postal and telecommunications, radio frequencies, information technology and electronic transactions, violators can be fined 10–20 million dong and required to remove false information.
In serious cases, the conduct may be prosecuted under the 2015 Penal Code, as amended. Penalties include fines of up to 1 billion dong or imprisonment of up to 7 years.
In addition, violators may face fines up to 200 million dong, be barred from holding certain positions, or be prohibited from certain occupations for up to 5 years.
With rapid AI development, misinformation is becoming more sophisticated and harder to distinguish. Authorities urged citizens to improve their ability to verify information and to refrain from sharing sensational images before confirmation from official sources.
Officials said staying vigilant against harmful information helps prevent individuals from unnecessary legal trouble and supports a safer, more civil online environment. People who detect violations are encouraged to report to authorities or submit information through official channels for timely intervention and processing.
