On the morning of 6 April, during the First Session of the XVI National Assembly, the National Assembly elected Mr. Trần Thanh Mẫn, a Politburo member and former Chairman of the XV National Assembly, to serve as Chairman of the National Assembly of the Social Republic of Vietnam for the XVI term.
The Secretary-General of the National Assembly, Lê Quang Mạnh, presented the draft Resolution on electing the Chairman of the National Assembly for the XVI term.
According to the draft Resolution, based on the Constitution and applicable laws, the National Assembly resolved that Mr. Trần Thanh Mẫn, a Politburo member and Chairman of the National Assembly for the XV term, a deputy of the XVI term, would hold the position of Chairman of the National Assembly for the XVI term.
The National Assembly voted on the draft Resolution using the electronic voting system. The result was 491/491 votes in favor, equivalent to 100% of the delegates present, approving the election of Mr. Trần Thanh Mẫn as Chairman of the National Assembly for the XVI term.
After being elected, Chairman Trần Thanh Mẫn took the oath of office.
In his oath remarks, he thanked voters in Ho Chi Minh City and National Assembly deputies for their trust in electing him as Chairman of the XVI National Assembly, describing the role as an honor and a heavy responsibility before the Party, the State, voters, and the people nationwide.
He said the country is at a historic turning point, noting that the National Assembly’s duties are substantial while also highly honorable. He stated that the XVI National Assembly will continue to inherit and promote the achievements of previous terms, striving to be a National Assembly of the people, by the people, and for the people, as the highest representative body of the people and the highest organ of state power.
Chairman Trần Thanh Mẫn affirmed his commitment to fully fulfill the duties and powers prescribed by the Constitution, and to work with the National Assembly, the Standing Committee of the National Assembly, and other National Assembly bodies to continue reform. He also highlighted advancing the application of science and technology, innovation, digital Parliament, and artificial intelligence, and improving the quality and efficiency of operations.
He further stated that the National Assembly will reform legislative thinking, perfect the institutional framework, enhance oversight, and decide on important national issues. He said it will intensify parliamentary diplomacy to raise Vietnam’s standing internationally.
He urged the Party’s Central Committee, the Politburo, and the Secretariat to continue providing leadership, requested agencies, organizations, and localities to cooperate closely and effectively, and called on voters, the people, and international friends to continue supporting the XVI National Assembly in fulfilling its duties.
Mr. Trần Thanh Mẫn was born in 1962 in Thạnh Xuân commune, Cần Thơ city. He holds a Doctor of Economics and a Bachelor of Politics.
He is a Politburo member, Secretary of the National Assembly’s Party Committee, and Chairman of the National Assembly. His previous roles include serving as an alternate member of the 10th Central Committee and as a full member of the 11th, 12th, 13th, and 14th Central Committees; Secretary of the Central Committee for the XII term; and a member of the Politburo for the XIII and XIV terms.
He has been a deputy to the 13th, 14th, XV, and XVI National Assemblies.
