The Ministry of Agriculture and Rural Development (MARD) and the Ministry of Public Security have signed a memorandum of understanding and activated connections to synchronize sector databases with the National Integrated Data Center (C12).
Politburo member and Minister Tran Duc Thang said the signing and activation mark an important milestone in the sector’s digital transformation, helping concretize major policies on science and technology development, innovation, and the national digital transformation. He noted that, with data increasingly treated as a strategic resource, building a digital data ecosystem is essential for managing the sector and directly affecting the livelihoods of tens of millions of people.
Thang said data synchronization with the National Data Center supports the development of a modern, transparent governance system. He added that MARD has been focusing on building a large-scale cross-sector data platform and gradually removing bottlenecks, including land data and agricultural product traceability.
As part of efforts to improve data quality, Thang cited the “90-day land data clean-up campaign,” which reviewed more than 62.2 million land parcels, verified 42.5 million parcels against the population database, and reconciled over 82,000 fishing vessels.
“Connecting and synchronizing data not only raises the efficiency of state management but also reduces administrative procedures, improves the quality of online public services, and moves toward data-driven governance,” Thang emphasized.
In the coming period, MARD said it will continue coordinating with the Ministry of Public Security to complete the legal framework and technical standards for data connectivity and sharing. The ministry also plans to build a nationwide origin-tracing platform for agricultural products and ensure safety and cybersecurity.
MARD is implementing an agricultural product traceability system launched in late 2025, with nationwide rollout scheduled from July 1, 2026.
Lt. Gen. Nguyen Ngoc Cuong, Director of the National Data Center, said the Ministry of Public Security has worked closely with MARD to deploy connections and synchronize key information systems. The two ministries agreed to promote linking and standardizing sector data to the National Data Center to support comprehensive digital transformation.
Under the memorandum, the ministries will maintain connections and update data in real time or on a periodic basis. They also plan to accelerate digitization, standardization, enrichment, and cleansing of remaining data in 2026 and beyond. In addition, they will build a framework for creating an integrated data set for the agricultural sector database, expected to be completed in April 2026.
As of now, the two ministries have completed connecting 12 sector databases covering agriculture and the environment with the National Data Center. The reported outcome is intended to enhance state management efficiency, reduce administrative procedures, and support online public services and government decision-making.
Lt. Gen. Cuong urged both sides to continue data matching and validation with the National Population Database and the VNeID app, maintain regular data updates to ensure real-time synchronization, and continue reviewing and upgrading technical infrastructure and the roadmap for connecting remaining systems in 2026.
