The Government has issued Resolution No. 98/NQ-CP dated 6 April 2026 to implement Resolution No. 265/2025/QH15 of the National Assembly. The new resolution enables the separation of compensation, support, and resettlement components of the North–South high-speed railway project into independent projects, while dividing the entire project into 17 independent projects for implementation.
Under Resolution No. 98/NQ-CP, the investment decision-maker is allowed to continue dividing the projects into component projects or independent component projects. The decision-maker is not required to carry out the pre-investment approval procedure.
Based on preliminary design documentation in the pre-feasibility study report, the investment decision-maker may prepare, appraise, approve, and implement the project and proceed with building resettlement areas.
Compensation, support, resettlement, and relocation of technical infrastructure will be carried out after the project investor hands over the files and determines boundary markers for land clearance on the ground to localities and the Vietnam Electricity Group.
These contents will be updated, consolidated, adjusted, and funded from central and local budgets according to the annual plan.
The resolution also permits flexible contractor selection methods, including direct appointment and limited bidding, for packages supplying goods, consulting services, consultancy fees, construction and installation, as well as EPC, EC, EP, or turnkey contracts.
Contractor selection procedures will be carried out in accordance with the bidding law.
The Government assigns the Ministry of Construction to coordinate with relevant ministries, sectors, and localities to direct the project’s route design to be as straight as possible. The aim is to ensure precise technical specifications and suitability with terrain, geology, and hydrology, while minimizing route changes after land clearance to avoid waste.
The resolution further requires continued strict control of implementing special mechanisms, timely handling of arising issues, and ensuring practicality, while preventing violations of law, corruption, and waste.
In addition, Resolution No. 98/NQ-CP amends Appendices I and II of Resolution No. 106/NQ-CP dated 23 April 2025. This relates to the plan to implement Resolution No. 172/2024/QH15 of the National Assembly concerning the North–South high-speed railway project.
