The Ministry of Construction has reported to the Prime Minister and Deputy Prime Minister Trần Hồng Hà on Vietjet Air Joint Stock Company’s proposal to participate in research and investment in several items at Long Thành International Airport. Vietjet said its participation would help ensure the schedule for Phase 1 of the airport’s operation.
Vietjet’s proposal includes investment in both aviation and non-aviation service facilities, with the following land areas:
In its submission, the company requested approval to study and invest in the above items and suggested using an investor selection method in special cases.
Related to the proposal, the Ministry of Construction held meetings with Vietjet, the Đồng Nai Provincial People’s Committee, and the Vietnam Airports Corporation (ACV). Based on the review, four items—the GSE facility, the aviation catering area, the express cargo terminal, and the cargo warehouse—are included in the Long Thành airport’s detailed planning. However, these items are not within the Phase 1 investment scope.
At present, Phase 1 aviation service facilities have completed investor selection and are being implemented, with completion expected to align with the project’s overall schedule.
For Phase 2, the Ministry assigned ACV as the investor under Decision No. 26 dated January 9, 2026. ACV is organizing the selection of international consultants to prepare a feasibility study. The study will assess demand and propose the investment scale for infrastructure items such as runways, terminals, aprons, and technical infrastructure, as well as aviation and non-aviation service facilities, including the items Vietjet proposed.
The Ministry asked ACV to consider adding the four listed service facilities to the Phase 2 scope during the feasibility study process. It also requested that Vietjet provide information on its needs, directions, and development strategy for Long Thành to serve as a basis for considering special-investor selection in accordance with regulations.
During implementation, the Ministry will direct relevant units to coordinate and support ACV and Vietjet in completing the necessary procedures.
Regarding the proposed Airport City urban complex, the Ministry noted that the Long Thành airport master plan reserved land for this area but did not specify the items and did not include it in Phase 1. Under Prime Minister’s decisions, the Đồng Nai Province’s People’s Committee is the competent authority to organize investor selection for this area.
Accordingly, Vietjet was advised to work directly with Đồng Nai Province to study implementation, while the Ministry of Construction and ACV will coordinate during the process.
