The Government issued Resolution No. 98/NQ-CP dated 6 April 2026 to implement Resolution No. 265/2025/QH15, which allows the compensation, support, and resettlement components of the North-South high-speed railway project to be separated into independent projects, and adjusts Appendices I and II of Resolution No. 106/NQ-CP dated 23 April 2025.
Under the resolution, the North-South high-speed railway project is divided into 17 independent projects. The investment decision-maker is permitted to further partition these into constituent or independent subprojects.
The investment decision-maker is not required to approve the investment policy. Instead, they may prepare, appraise, and decide the investment for the project and implement resettlement areas based on the preliminary design included in the pre-feasibility report.
Compensation, support, resettlement, and relocation of technical infrastructure will be carried out after the project investor hands over the dossier and marks the boundaries on-site for the relevant locality.
Updates and adjustments to the project will be made in line with approvals, with funding allocated from central and local budgets on an annual basis.
When selecting contractors for goods, consulting services, non-consulting services, construction contractors, or EPC/EC/EP turnkey contracts, the investment decision-maker may apply one of the procurement methods, including direct appointment and restricted bidding, with procedures conducted in accordance with the procurement law.
The Ministry of Construction, in coordination with relevant ministries and localities, will direct the route design to be as straight as possible while accurately meeting technical specifications suitable for terrain, geology, and hydrology. The aim is to minimize the need for route adjustments after land clearance, reducing waste.
The ministry will also continue assessing and tightening control over special mechanisms, reporting and proposing solutions to issues that arise in a timely manner, and ensuring compliance with the law to prevent waste and corruption.
The resolution also adjusts Appendices I and II of Resolution No. 106/NQ-CP dated 23 April 2025 regarding the plan to implement Resolution No. 172/2024/QH15 dated 30 November 2024 on the policy to invest in the North-South high-speed railway project, in accordance with Appendix II of Resolution No. 98/NQ-CP.
