Prime Minister Le Minh Hung outlines five major directions for the 2026–2031 Government

First, the Prime Minister emphasized building a modern, innovative, and people-serving government. The Government will prioritize completing a coherent institutional framework; review and amend regulatory provisions; cut administrative procedures; remove bottlenecks to unlock social resources; the administrative apparatus will be built lean, compact, strong, with efficiency and effectiveness; each minister must speak and act in tandem, governing with modern governance thinking, proactively and flexibly. Second, the government is determined to steer the economy to high and sustainable growth. The target is GDP growth of more than 10% per year for 2026–2031 as a development imperative to realize the country's strategic goals. In this, development of science, technology, innovation and digital transformation is identified as the primary breakthrough to create new growth momentum, raise productivity, competitiveness and strategic autonomy. Along with that, the government will promote the development of synchronous, modern infrastructure; accelerate the green transition; proactively adapt to climate change; uphold the leading role of the state economy, define the private sector as the main driver of the economy; ensure all localities, enterprises and people have opportunities to contribute and benefit from development. Third, the Prime Minister stressed the task of operating the organization at an efficient level under the new model, in the context that from July 1, 2025 two-level local administrations are officially running. The government will push for decentralization, delegation of authority linked with rational resource allocation; enhance the capacity of the workforce, especially grassroots officials; 2026 is the year to improve the quality of commune-level officials; moving strongly from administrative management to service-oriented administration, with citizen satisfaction as the yardstick of effectiveness. Fourth, the government is built on a spirit of unity, coordination, and accompaniment. The Prime Minister said the government will closely coordinate with Party organs, the National Assembly, the Fatherland Front, political-social organizations and local authorities in building, institutionalizing and implementing the policy; and also promote oversight, feedback, and participation of the people and the business community. Fifth, the Prime Minister emphasized building a Government of integrity, discipline, backbone, and responsibility. The government will continue to fight corruption, waste, and negativities; tighten discipline and administrative discipline; raise the responsibility of leaders; address evasion, indifference to the difficulties of people and businesses, and implement effective incentive mechanisms for public officials who dare to think, dare to do for the common good. In conclusion, the government of the 2026–2031 term will imbibe the idea ‘Government of the people, for the people’, unite as one with ministries, agencies, and local authorities, determined to usher the country into a phase of breakthrough development, prosperous, strong, civilized and happy.
