National Assembly elects To Lam as President for the 2026-2031 term

The National Assembly, continuing the first session of the 16th National Assembly, held the procedure to elect the President of the State on the morning of April 7.

With 100% of deputies participating in the vote and voting in favor, the National Assembly approved a resolution electing General Secretary To Lam as President of the State for the 2026–2031 term.

Election outcome

The resolution approved by the National Assembly confirmed To Lam’s election as President for the 2026–2031 term, based on unanimous support from deputies participating in the vote.

Background of General Secretary To Lam

General Secretary, President To Lam was born in 1957 in Nghia Tru commune, Hung Yen. He holds the rank of Professor of Security Science and Doctor of Law, with senior political theory credentials.

His political and public service roles include serving as General Secretary of the 13th and 14th terms; a member of the Politburo for the 12th, 13th, and 14th terms; and a member of the Central Committee of the Communist Party for the 11th, 12th, 13th, and 14th terms. He has also served as a Deputy to the National Assembly for the 14th, 15th, and 16th terms.

After studying at the People’s Public Security University (now the Academy of Public Security), he worked in public service for more than 30 years before being appointed Deputy Minister of Public Security in 2010. From April 2016, he served as Minister of Public Security.

In early 2019, To Lam was promoted to the rank of General, becoming the fourth person in the history of the People’s Public Security to wear the highest rank.

Recent leadership timeline

In May 2024, General To Lam was elected President of the State by the National Assembly. Three months later, the Party’s Central Committee elected him as General Secretary. He served as General Secretary and President for two months, and has continued to hold the office of General Secretary since October 2024.

At the 14th National Congress of the Party on January 22, 2026, he was elected a member of the Central Committee. At the first meeting on January 23, 2026, the Central Committee unanimously elected To Lam to continue serving as General Secretary of the 14th Central Committee.

According to the resolution announcing the election results and the list of 500 deputies elected to the 16th National Assembly published by the National Election Council on March 21, 2026, To Lam was elected as a deputy to the 16th National Assembly in Hanoi City’s electoral unit No. 1.
