On the morning of April 7, in the Dien Hong Hall in Hanoi, the National Assembly approved the resolution to elect Mr. To Lam as President of the Socialist Republic of Vietnam for the 2026–2031 term. The vote was unanimous, with 495 out of 495 deputies voting in favor.
As President-elect, To Lam, who is General Secretary of the Communist Party of Vietnam (XIV tenure) and a deputy of the 16th National Assembly, expressed gratitude to voters and the people for their sense of responsibility, aspiration to build the country, and faith in the Communist Party. He said the support contributed to the success of the elections for the 16th National Assembly and the People’s Councils at all levels for 2026–2031.
He also thanked the Party Central Committee for its trust and the National Assembly for its confidence, describing the presidency as an assignment entrusted to him. During the oath ceremony, To Lam expressed deep gratitude to Ho Chi Minh; to elders, revolutionaries, Communist Party members, heroic martyrs, and the people who contributed and sacrificed for independence, sovereignty, unity, and the nation’s revolutionary cause.
To Lam said that taking on the roles of General Secretary of the Party Central Committee and President of the Socialist Republic of Vietnam is both a great honor and a sacred responsibility before the Party, the State, and the people. He affirmed that, together with the entire Party, the people, and the armed forces—especially the Party Central Committee—he will lead the country to overcome difficulties and achieve the goal of building Vietnam into a peaceful, unified, independent, democratic, and prosperous country, contributing to the world’s revolutionary cause.
He outlined top priorities including:
To Lam emphasized the principle “People are the root,” saying he will continue to understand and practice it by promoting the people’s active role, reinforcing the great national unity, and ensuring that the people are the ultimate beneficiaries of development outcomes.
He also said he wishes to maintain close coordination with agencies across the political system, at all levels and sectors, with the armed forces, and with compatriots at home and abroad to complete the mission of protecting, building, and developing the Fatherland and serving the people.
Expressing confidence in Vietnam’s future, To Lam stated that, with the nation’s tradition of nation-building and defense, the will and resolve of the people, and support from international friends, Vietnam will continue to develop strongly and fulfill the strategic objectives set out.
